Quality content on the page is one of the most important search engine ranking factors there are. Although text to HTML ratio does not tell anything about quality of the content it is a measure that indicates if there is content on a page and if there is enough of it. Pages with extremely small amount of text will generally not rank well unless they provide other value to the user then content.
